How it works
Atlas exists because the public record is broken: 64% of the EU's abandoned underground mines have an unknown flooded-or-dry status, and the official inventories disagree with each other by tens of kilotonnes. Atlas assembles what is known, labels every figure by its evidence status, and ranks sites by what a project there could plausibly achieve. It is the screening tool everything else depends on — no site enters the portfolio without an Atlas dossier.
